The Senate Rural and Regional Affairs and Transport Committee report issued recently also says
"Biodiesel may also be produced by more advanced biomass gasification processes, using the same Fischer Tropsch process used to produce synthetic diesel from gas or coal".

I think the difference is easier than that First generation biofuels are being made now using process that are used to make biodiesel or ethanol from fermentation.
Second genearation is really clever stuff that hasn't been used commercially yet like breaking down the cellulose in corn stalks or trees into sugars and fermenting that. (FWIW I think that technology is at least 5 and possibly 10 years away, but I'm a journalist, not a scientist)
I think there's some intermediate stuff too. One clever trick is to heat organic matter like wood or corn in a vacuum or inert atmosphere and use the gas that comes off as a feedstock for chemical reaction (a bit like they use to make gas from coal). This can be used to make oily products or you can burn the gasses directly. Is that any use .
