I'd hazard a guess that it's just cleaning the fuel tanks to remove the crud and replacing the fuel lines and seals with biodiesel tolerant ones.
There's got to be more to it than that surely? The only fuel spec I've been able to find on the web relates to a US standard for diesel loco fiuel. I can't find one for UK railway engines. A bit more rooting about reveals that the British Rail Class 220/221 trains (to give them the name beloved by Anoracks the UK over) are fitted with four Cummins QSK19 diesel engines.
