Biodiesel prices remained stable this week at €770-800/tonne FOB NWE following a week of limited activity on the spot market. Sources said the lull in business may be due to continuing uncertainty over German tax legislation, which is set to be reassessed at the beginning of August.

Some market sources report price differentials of up to €30/tonne between higher quality, pure biodiesel made with rapeseed oil and biodiesel produced with a mixture of feedstocks. No price adjustment has been made pending confirmation of new prices by buyers and sellers.

Biodiesel prices were likely to fall in coming weeks due to strong supply, as more biodiesel plants came onstream (see production news). Although some sources said they were concerned about future over-supply, sellers remained confident that strong demand for biodiesel would keep the market balanced, particularly as EU countries aim to meet biofuels targets set by the European Commission. Ongoing set-up of biodiesel plants remains strong, also to comply with EU biofuels directives.

The European Commission is taking action against Greece and Italy for not complying with rules on biofuels use. The Commission has sent a reasoned opinion, the final step before a formal lawsuit, against Italy for setting biofuel use targets below the EU biofuel directive's 2% mandate for 2005 and to Greece for not submitting its 2005 report on biofuel use.

Poland has announced its intention to introduce a biofuels law effective from the start of 2007 allowing for up to 5.75% of transport fuel to be made up of bio-components. Its parliament will soon vote on the legislation which would also permit diesel and petrol with higher bio-component percentages and pure biodiesel to be sold from separate pumps at filling stations. If adopted, the legislation should enable Poland to meet the EU directive which states that EU countries are compelled to take initiatives to ensure 5.75% biofuel content in transport fuels by 2010.

Production news:

Neochim, part of Italian bioenergy company Spiga Nord, said last week it will build a 200,000 tonnes/year biodiesel factory in Feluy, Belgium. Spiga Nord, based in Carasco, Italy, said it would invest around €10m ($12.6m) to build the new facility. Biodiesel production was expected to start in August 2006.

DAKA is to invest DKR 180 M in the production of biodiesel in Denmark. The company may build a third-generation facility which will use waste products that are not allowed in food production. This will be sited next to DAKA's existing plant between Horsens and Vejlei and should be ready by the end of 2007.

Production has started at Croatia’s first biodiesel plant, operator Vlado Rozic said on 1 June. The plant, which uses rape oil methyl ester (ROME) feedstock, should soon be running at its maximum rate of 20,000 tonnes/year.

Cargill and joint venture partner Sofiproteol will invest €50 million in a 600,000 tonnes/year rapeseed crush plant at Cargill's Montoir, France, site. Start up is scheduled for the end of 2007.

Construction work has started on a 170,000 tonnes/year biodiesel unit at Neste Oil's refinery in Porvoo, Finland, to be completed by summer 2007. The company is also negotiating the construction of sites in France (with Total) and Austria.

Ineos Enterprises has announced plans to construct a new biofuels facility in the UK, possibly at Grangemouth in Central Scotland. Startup of the new UK biodiesel facility is slated in 2008.

Setuza in Usti nad Labem, Czech Republic, is building another 100,000 tonnes/year rape-oil methyl ester (ROME) unit. Startup is expected in mid-2008.
