ConAgra looks to have pulled out of a plan to build an ethnaol plant in Clovis (http://www.abqjournal.com/news/apethanol01-22-08.htm), New Mexico, because the price of corn and water would have been too high, according to the Albuquerque Journal. Corn you can expect, but this is the first time that I've seen the cost of water as a reason not to build a plant. But then New Mexico is pretty dry.
