Just reading up on this thread. Very interested to see people are actually experimenting on the algae side of things.
Bubble lifts or AKA air lifts are very common in fish tanks. As used in under gravel filters. Back in the late '80's I worked in an alumina refinery where they used air lifts to adgitate huge tanks about 120 feet high and over 1,000,000 gallons capacity. The lift tube (draft tube) was in the order of about 15 inches diameter and didn't rise much above the top of the tank.
I could be wrong but I think you will find that an air lift will not lift higher above the surface of the liquid than it is submerged in same liquid. The air will look to take the path of least resistance, so if the head is more than the path out the bottom of the draft tube, then it will go the wrong way.
